Who Is DUO and What Do They Do in the Netherlands?

If you’re an international student or expat in the Netherlands, you may come across an institution called DUO. But what exactly is DUO and why is it important?

What Is DUO?

DUO stands for Dienst Uitvoering Onderwijs, or the Education Executive Agency. It’s part of the Dutch Ministry of Education, Culture and Science. DUO manages student financing, education records, and also plays a key role in integration for newcomers.

What Does DUO Handle?

DUO is responsible for a range of services that affect both Dutch and international residents. These include:

  • Student finance (studiefinanciering) for Dutch and EU students
  • Managing education diplomas and qualifications
  • Administering civic integration exams for non-EU residents
  • Loan repayments and tuition fee loans
  • Providing digital education-related services

DUO and the Integration Process

Newcomers from outside the EU who are required to integrate in the Netherlands must take exams related to Dutch language and society. DUO oversees this entire process — from registration to exam results. You can log in to the DUO portal to check which exams you need.
